Chief, Healthcare Assessment Research Branch - National Cancer Institute

ABOUT HARB
One of three branches in the Healthcare Delivery Research Program (HDRP), HARB supports population-based research on demographic, social, economic, and health system factors as they relate to providing cancer screening, treatment, and survivorship care. HARB carries out its mission by assessing cancer-related health services utilization and outcomes, the delivery of cancer care in community settings, and the role of economic factors related to the provision of cancer-related health services. Additionally, HARB develops, evaluates, and disseminates data resources to support policy-relevant research on economic and health services research questions and advances methods and techniques of economics and health services research related to cancer. The HARB grant portfolio spans the cancer control continuum, and the branch’s research opportunities seek to promote health equity in cancer prevention and control.

The HARB chief, in partnership with the HDRP leadership team and DCCPS senior staff, provides scientific leadership and expertise in the planning, development, direction, and administration of an integrated program of health services research that addresses the cancer burden. The HARB chief supervises a staff of program directors and fellows with expertise in several fields related to the branch mission, including health economics, epidemiology, clinical oncology, and health services.

POSITION DESCRIPTION
HDRP branch chiefs enjoy a scientifically energizing and collegial environment with opportunities to:

  • manage and mentor engaged scientific and programmatic staff, fellows, and trainees,
  • develop scientific priorities to cultivate a diverse portfolio of grant-supported research,
  • lead and participate in cross-disciplinary collaborations in public, private, and academic sectors,
  • create national and international scientific programming (e.g., symposia, special journal issues and supplements, conferences, and workshops),
  • conduct independent research, publish, and present at professional meetings, and

inform documents and reports to advance the public health agenda in cancer prevention and control.

ANNOUNCEMENT DETAILS
Letters of interest are encouraged from clinical, health services, and public health researchers with a strong
record of scholarship in relevant areas, supervisory experience, and familiarity with the extramural
community.

The HARB chief should demonstrate:

  • dynamic leadership and supervisory experience overseeing scientific and administrative teams,
  • experience managing and evaluating cancer control and population science research programs involving epidemiological, behavioral, social sciences, health services, and/or surveillance research,
  • ability to provide authoritative guidance, make budget decisions, and resolve competing priorities,
  • knowledge of current trends and technologies in cancer control research, and
  • management of multidisciplinary groups with established successful health research partnerships.

Evidence of doctoral-level achievement in a field relevant to the branch’s research mission is desirable.

Physician Research Investigator - Dementia Research - Bloomington, MN

HealthPartners Institute is seeking a Physician Research Investigator – Dementia Research with both clinical and research experience in Alzheimer’s disease and related dementias, age-related cognitive decline, or dementia caregiving. Candidates with prior experience in investigator-initiated clinical trials are strongly encouraged to apply. Applicants with expertise in health services research, clinical decision support, or implementation science will also be considered. Research Investigators at HealthPartners Institute may obtain or maintain external academic appointments. Eligible candidates would be encouraged to practice part-time as a neurologist or geriatrician within the HealthPartners Center for Memory & Aging, as part of a multidisciplinary team caring for people with dementia.

At HealthPartners Institute, Researcher Investigators are expected to support and develop externally funded research programs, conduct nationally and internationally recognized scholarly clinical or health services research, and collaborate with other investigators, clinicians, and leaders to improve health outcomes and care delivery. Successful candidate(s) will be accountable for conceptualizing and designing research projects, leading, and collaborating on such projects, and disseminating research results through presentations and publication in peer-reviewed journals and conferences. Preferred Qualifications:

  • Master’s degree in public health or similar formal training in research methodology

Assistant, Associate or Senior Scientific Investigator in Pharmacoepidemiology - Seattle, WA

Kaiser Permanente Washington Health Research Institute (KPWHRI) (https://www.kpwashingtonresearch.org/) is seeking a doctoral-level Assistant, Associate or Senior investigator (equivalent to an Assistant, Associate or Full Professor) with nationally-recognized expertise in pharmacoepidemiology to join our faculty. This recruitment is part of the Institute’s strategic
plan for growth. The successful candidate will lead an extramurally-funded, independent research program and collaborate with multidisciplinary research teams in a setting with direct access to rich electronic healthcare data. Areas of potential collaboration include aging, cancer, cardiovascular disease, health equity, informatics, immunizations, mental health, pregnancy and perinatal epidemiology, social risk factors, and women’s health.

With electronic pharmacy data going back to 1977, Kaiser Permanente Washington (KPWA) has conducted impactful pharmacoepidemiologic research for decades. Our researchers have played important roles in the Food and Drug Administration’s Sentinel Initiative, a Vaccine and Treatment Evaluation Unit funded by the National Institute of Allergy and Infectious Diseases, the Food and Drug Administration Medication Exposure in Pregnancy Risk Evaluation Program, the National Institute for Mental Health’s Mental Health Research Network, and the Center for Disease Control’s Vaccine Safety Datalink. Areas of emphasis have included cancer pharmacoepidemiology, opioid utilization and adverse effects, psychotropic medications, and medications associated with cognitive decline and dementia. Researchers within KPWHRI have ready access to rich electronic health record data, supporting rigorous methods including 1) clinical validation of events; 2) refined measurement of drug exposures; 3) assessment of patient status from medical records data (e.g., frailty, chronic disease comorbidity, disease recurrence, death); and 4) Natural Language Processing.

We seek applicants with a minimum of 2 years of graduate-level formal research training, a doctoral degree (PharmD, MD, PhD or ScD), and content expertise in pharmacoepidemiology. A relevant clinical degree and experience is strongly preferred, but not required. The ideal candidate will also have:

  • A history of independent, extramural research funding in pharmacoepidemiology research as Principal Investigator (PI) or Multiple PI.
  • Ability to plan, initiate, and conduct scientific research and evaluation studies, including analyzing, interpreting, and disseminating research findings.
  • Ability to collaborate with a diverse group of colleagues as co-investigator or project lead.

    Kaiser Permanente Washington Health Research Institute (KPWHRI) (https:// www.kpwashingtonresearch.org/) is seeking a doctorate-level Assistant, Associate or Senior Investigator (equivalent to an Assistant, Associate or Full Professor) with nationally-recognized research expertise in Health Equity to join our faculty. This recruitment is part of the Institute’s strategic planning and growth and aligns with KP’s enterprise-wide (national) 2025 goal of driving equitable health outcomes for KP members and improving conditions for health in our communities. This investigator will lead in- dependent research within/across KP and have access to unparalleled rich data assets and capabilities. They will also be encouraged to foster collaborations and share their expertise with faculty across our established research areas including addictions and mental health, health informatics, chronic illness management, cancer, and aging, for example.

    We are looking for an investigator with a proven track record of research focused on identifying and/or addressing root causes and drivers of health inequities for marginalized populations. This includes so- cial determinants of health research, as well as a broader focus on equity-oriented, actionable, and community-centered research methods, principles and best practices. Of note, KP has a deep commit- ment to social health integration. This investigator could join KP’s national Social Needs Network for Evaluation and Translation (SONNET), which brings together social health researchers across all 8 re- gional markets to collaborate on social health research. KPWHRI hosts the Coordinating Center and is funded by our national Community Health program. Given the stage of career, we expect the investiga- tor may bring with them a research portfolio cultivated with community partners outside of KP that can continue, and we are committed to helping grow new, local relationships via faculty with existing com- munity and academic connections and funding to support this critical work.

We are looking for a candidate interested in building on the strong foundation of primary care research at KPWHRI through the Center for Accelerat- ing Care Transformation (ACT Center, formerly, the MacColl Center for Health Care Innovation). The ACT Center partners with patients, care teams, and health systems to transform care in ways that are practical, equitable, and evidence-based.

      Assistant, Associate or Senior Scientific Investigator in Vaccines & Infectious Disease - Seattle, WA

      Kaiser Permanente Washington Health Research Institute (KPWHRI) (https:// www.kpwashingtonresearch.org/) is seeking a physician investigator at the Assistant, Associate or Senior Investigator level (equivalent to an Assistant, Associate or Full Professor) with nationally-recognized re- search expertise in the areas of vaccines and infectious diseases to join our faculty. This recruitment is part of the Institute’s succession planning and growth. This position includes taking a visible leadership role within a well-established and successful vaccine and infectious diseases research program that includes one of 10 NIH-funded Vaccine and Treatment Evaluation Unit (VTEU) sites in the U.S. and a CDC- funded Vaccine Safety Datalink site. The VTEU is funded by an NIH cooperative agreement through 2026 and the Vaccine Safety Datalink (VSD) is funded by a CDC contract through 2027. The successful candidate will serve as an investigator working with the VTEU and VSD programs, in addition to building their own extramurally-funded, independent program of research.

      The VTEUs are charged with conducting clinical trials and other evaluations of vaccines and treatments for infectious diseases of public health importance and as such have been on the frontlines for trials evaluating COVID-19 vaccines and therapeutics since the onset of the pandemic. For example, Kaiser Permanente Washington was the lead site for the initial Phase 1 trial of the Moderna mRNA-1273 SARS-CoV-2 vaccine and participated in two Phase 3 trials, for the Moderna and Janssen/J&J COVID19 vaccines. The VSD is a collaborative project between the CDC’s Immunization Safety Office and 13 sites across the United States, which started in 1990 and continues today in order to monitor safety of new and existing vaccines utilizing electronic health data from each participating site. During the pandemic, the VSD has been instrumental in monitoring the safety of COVID-19 vaccines.

      Research Investigator 2 - Dallas, TX

      The Center for Applied Health Research (CAHR) at Baylor Scott and White Health (BSWH) seeks a Research Investigator 2 to lead a program of investigator-initiated research focused on dementia care, family caregiving, and/or non-pharmacological interventions that assist older adults with chronic disease management.  

      Candidates should have strong methodological skills appropriate for designing and testing non-pharmacological interventions as well as conducting population health research or health services research as it relates to the aging population. Experience with pragmatic clinical trials or other innovative research methods is desirable as is experience conducting research in health care and/or community settings.

      A main objective for the Research Investigator 2 is to strive for an independent research portfolio supported by external funding from federal and non-federal funding agencies (e.g., NIH, AHRQ, PCORI, CDC, RWJF). In the absence of funding, the Research Investigator 2 will be assigned to projects relevant to population health at BSWH commensurate with their expertise. This position serves as investigator and research consultant and works independently with general supervision by the Director of CAHR. This individual will lead one of DOR’s six scientific sections and will participate in department-wide leadership activities. They will also maintain an independently funded research program and conduct scholarly research that is recognized nationally and internationally. A key part of this leadership role is to foster collaboration with KPNC’s operational leaders and The Permanente Medical Group (TPMG) clinicians on studies that evaluate ways to improve cancer care delivery, including primary prevention, screening and early detection, diagnosis and treatment, surveillance, survivorship, and outcomes, across the spectrum of different cancers in children and adults. The associate director may be appointed at the Associate Professor or Professor-equivalent level.

                KPNC and TPMG have a long-standing commitment to high-quality cancer care delivery, and currently embarking on an ambitious expansion of our cancer research portfolio. Thus, the Associate Director for Cancer Research calls for broad expertise related to cancer research, which can include epidemiology, evaluation and delivery of clinical and patient-centered care, outcomes assessment, and clinical trials. In general, DOR associate directors spend approximately 20% of their effort (supported by DOR administrative funds) on leadership activities with their section faculty and for the department, and the remainder of their effort on their own research. Section leadership activities include mentorship, administration, and representing the section at management and senior scientific leadership meetings. The successful candidate is expected to maintain their own externally funded research portfolio including NIH or other federal, foundation or industry funding, collaborate effectively with TPMG physicians and program leaders within KPNC, work with other DOR researchers on content and methodological issues, and develop national and international collaborations to advance research, quality of care and outcomes related to cancer.

                Required qualifications include an MD or PhD and research experience equivalent to a DOR Research Scientist II or III (similar to an Associate Professor or Professor in a university-based setting). The ideal candidate will have experience in productively leading and cultivating research programs and in successfully mentoring researchers and clinicians. The candidate should have a well-established track record of investigator-initiated grant funding, peer-reviewed publications, collaboration with clinicians, strong methodologic expertise, and experience working with electronic health records.
